Developing an Education Abroad Program:

Maricopa Community Colleges' Education Abroad programs are first initiated by Maricopa faculty interested in offering a Education Abroad program.

A proposal form is completed in collaboration with the individual college's Office of International Education and routed through a defined approval process as described in the Maricopa Community Colleges' Education Abroad Guidelines.

The guidelines detail Education Abroad requirements and procedures and include orientation handouts and other helpful documents that can be adapted to fit any Maricopa Education Abroad program. MCC Procedures for International Travel:

These are procedures regarding international travel for both student and faculty programs. Please share this information with all parties at your college and/or in your department considering international travel program(s).

Maricopa governance requires programs that include international travel to be approved by the Vice Chancellor for Academic and Student Affairs. This includes ALL programs for both faculty and students.

Authorization for foreign travel program originates at the college. The President must sign the proposal, before being sent to the District Office of International and Intercultural Education to be forwarded to the Vice Chancellor of Academic and Student Affairs.

Programs originating at the District Office of International and Intercultural Education require approval by the Vice Chancellor for Academic and Student Affairs.

A Site Assessment and Education Abroad Program Proposal need to be completed and submitted. This document is also available through the District Office of International and Intercultural Education.

Please note several important requirements which are closely related to the issue of travel abroad.


  1. Assumption of Risk: Each person participating in a program of any kind which involves foreign travel must sign an assumption-of-risk form. This form is available through the District Office of International Education. The coordinator of each program is responsible for securing the signature of all participants before departure. The assumption-of-risk form is available on the International web page (see address above).

  2. Competitive Process: All district procedures regarding the competitive bidding process must be followed. Information on this may be obtained from Chris Mandel, Buyer, District Office. His telephone number is 480-731-8521.

  3. Use and Accounting for Funds: The utilization of funds internationally, including the transfer of funds overseas, must follow district guidelines. Accounting for the use of funds must also follow established district guidelines.

  4. Advertising and Promotion of Program(s): If ANY travel abroad program(s) are advertised through a college, the Maricopa e-mail system, or in print with the name of any MCCCD college listed it is considered to be a college sponsored program and is subject to the above regulations.

Note on Insurance: All approved Education and Travel Abroad Programs will have employee coverage for emergency medical assistance and for medical evacuation and repatriation.
