College Archives

The primary purpose of the Mesa Community College Archives collection is to acquire, preserve and facilitate access to materials that document the origin and history of the College and to provide on-going evidence of the College's development and activities.

Archival materials are shelved in Access Services on the first floor of the Paul A. Elsner Library. These materials may be unique and are often irreplaceable, therefore they do not circulate nor may they be taken from the area. Requestors can view the materials at the table in the Archives area. Upon request materials may be photocopied provided they are not confidential, restricted, nor will be damaged during the photocopying. A special loan for archives materials must have the permission of the MCC Collection Development Librarian or the Library Director.

Special Collections

The Mesa Community College Special Collection is located in Access Services on the first floor of the Paul A. Elsner Library. The collection consists of books that are fragile, rare or valuable, or otherwise in need of special care and protection. Rare materials are not actively purchased, but any holdings which fit any of these criteria will be set aside. Materials in the Special Collection do not circulate, but can be used within the Library. Photocopying is allowed only when it can be done without damaging the materials. Some materials may only be handled by Library staff. Items in the Special Collection can be identified by searching the online catalog.

Deselection is not practiced in the Archives and the Special Collection. Under specific circumstances the Collection Development Librarian may return Special Collection items to the general collection.


Borrower's Cards top

Maricopa Community College District (MCCCD) students, faculty and staff and residents of Maricopa County 18 years and older may borrow library materials if they have a valid Library Borrower's Card.

Student Borrowers will use their Student ID Cards. The card is valid for the semester in which the student is enrolled at any District campus.

Faculty and Staff Borrowers will use their MCC ID cards. The card is valid for the duration of the terms of employment.

Community Borrowers over the age of 18 may be issued a card upon providing proof of Maricopa County residency and two forms of ID. Cards are issued to individual users and may not be transferred. The card is valid for one year.

It is the responsibility of the Borrowers to:

  • Notify the library of change of address or telephone number.
  • Report lost or stolen cards.
  • Keep track of library materials checked out to them.
  • Return material by the due date, in the same physical condition as when they were checked out.
  • Pay all fines and debts charged to their library account.

Children and Youth top

The Mesa Community College Libraries provide an adult, unsupervised environment for the purpose of academic research and support of the College curriculum. Children cannot be monitored and supervised by staff; therefore, the safety and protection of unattended children cannot be guaranteed. Children are expected to abide by all library user conduct and security policies.

Parents or adult guardians are responsible for children's use of the Libraries, including access to the Internet. The Libraries may not be held responsible for the content of anything which a child or young person may view or hear. Apart from juvenile literature collection, the Libraries select their materials for a college-age audience.

Library classrooms and conference rooms are not available for use by unattended children.


Circulation top

Checkouts are permitted if the borrower has no outstanding overdue items and their debts do not exceed $5.00. Patrons in good standing, with a valid borrowers' card from any Maricopa Community College may check out materials from MCC Libraries. MCC faculty, staff and students may check out books from other District campuses with their valid ID cards. In all cases the patron must abide by the policies of the lending institution.

Renewals
Items may be renewed if there are no holds on the item and the borrower does not owe more than $5.00. Items to be renewed can be presented to library staff at Access Services/Circulation counter or renewed over the phone if the borrowed item is not overdue.

Holds
Holds may be placed on circulating items that are not currently available for checkout. There is a limit of five hold requests at any one time. Patrons are notified when items become available.

Overdue Fines

Circulating Books:
10¢ per day per item. (No fines are charged if the item is returned within one working day of the due date. After that period, fines are calculated from the original due date.)

Audio-Visual Material:
$2.50 per day

Reserve Fines:
Hourly - .25¢ per hour
Daily - 50¢ per day

Fines are charged only for the days the library is open. Checkout privileges are suspended until overdue materials are returned and fines are paid.

Lost Materials
Library material which is four weeks overdue is considered lost and the patron will be charged the current replacement cost along with a $5.00 processing fee for each item. Refunds will be given if the material is returned later, and the receipt for payment is presented. (Note that the processing fee is not refunded.)

Returns
Returned materials may be placed in a book return drop within the library or returned to staff at the Access Services/Circulation Counter. Outdoor book drops are available primarily for returning materials when the libraries are closed or during vacation periods. Videos, interlibrary loan items or reserve items must be returned inside the library.

Confidentiality of Borrower Records
Arizona Law, (statute 41-1354) provides for the privacy of library user records.

The MCC Library policy regarding confidentiality of library records are designed to be consistent with this law and the "Policy on Confidentiality of Library Records" as put forth by the Council of the American Library Association.

The Libraries general practice is to protect the patron's right to privacy. Library staff will not disclose who has an item checked out. It is the Libraries policy to maintain the confidentially of borrowers' records, however, in the case of Reserve materials subsection B.1 of the Arizona statute 41-1354 will be invoked. When an individual borrower's abuse of library privileges infringes on the needs of other members of the college community, the Libraries reserve the right to disclose the borrower's name to appropriate individuals such as a dean or member of the college faculty. Decisions regarding implementation of this option are the responsibility of the Library Director.


Closing Policy top

Closing procedures begin 30 minutes before the stated closing time. For example, if the library closes at 12:00, then closing procedures begin at 11:30.

At that time the lights will be momentarily dimmed. The dimming of lights may be repeated to signify to library users that the library is closing.

Anyone entering the building during this period of time will be notified that the library is closing.

Because clocks may vary throughout the building, the clock behind the Circulation Desk is designated as the "official" clock, unless malfunctioning.

Services at the Circulation/Reserve Desk will conclude at 15 minutes prior to the stated time of the library closing. All materials must be checked out before this time.

Computer usage, including printing, must be completed 5 minutes prior to the stated closing time of the library.

Campus Public Safety is responsible for closing the library building at the designated closing time.


General Rules of Behavior top

Uncooperative violators of these policies will be asked to leave the Library. If deemed necessary, College Safety Officers will be called for assistance. Library staff members are authorized to interpret and apply these rules of patron behavior as the situation warrants.

In general, the conduct of students enrolled at MCC is governed by the District's Administrative Regulations and the Student Disciplinary Code. (See the MCC Student Handbook.)

To ensure that library services, materials and facilities are enjoyed by all, library users will refrain from:

  • Bringing food or beverage (except for water in a secure container) into the Library.
  • Smoking or using tobacco products.
  • Leaving cell phone ringers turned on while in the Library.
  • Using abusive, loud, obscene language or gestures.
  • Harassing or threatening Library staff or users.
  • Engaging in disorderly conduct or unreasonably disturbing or offending library staff or users.
  • Removing or attempting to remove library materials or property without checking them out or without authorization.
  • Mutilating library materials by marking, underlining, removing pages, removing binding, removing electronic theft devices or in any way injuring or defacing materials. (ARS 13-1602)
  • Concealing library materials in the Library for the exclusive use of an individual or group.
  • Entering unauthorized area of the Library, loitering, remaining in the Library after closing or when requested to leave during emergency situations.
  • Voyeurism or exhibitionism.
  • Public displays of affection.
  • Soliciting, selling or requesting signatures on petitions.
  • Posting or distributing flyers and materials that have not been pre-approved.
  • Engaging in any illegal activities.

  • Group Study Rooms top

    Study rooms are available in the Paul A. Elsner and Red Mountain Libraries to enable small and medium sized groups to confer and study together in an enclosed environment so as not to disturb others in the Library. Room are available on a first come, first served basis.

    Rooms are not to be used for functions such as committee meetings, classes, seminars or lectures; other facilities are available for those activities.

    Rooms are for use by all library patrons; however, these rooms are primarily for group work. Students working alone may be asked to move to other study areas.

    Use of the rooms is limited to two hour time periods.

    No food or drink is allowed in the group study rooms at any time.

    Rooms are not sound proof; conversations and discussions should be held to acceptable levels.

    The libraries reserve the right to inspect study rooms at any time and to remove unauthorized materials or prohibited items.

    The Library assumes no responsibility for the loss or damage of any personal property left in a study room.

    Personal belongings left unattended may be removed and taken to the second floor Reference desk to be claimed by owner.

    Windows may not be obstructed and doors will be accessible at all times.

    All equipment, periodicals, reference books or other library materials should be removed from the study room after use.

    Other applicable library and campus policies apply to the group study rooms.


    Interlibrary Loans top

    Patrons in good standing may request print resources from local, regional and national library collections.

    ICL Requests
    Inter-Campus Loans involve obtaining library materials from one of the two Mesa Community College Libraries at either the Southern & Dobson or Red Mountain campus.

    Books may be requested by first identifying a title at either campus via the library catalog. The patron would then speak to the Reference staff to request the item from the campus. Books may also be requested through the library catalog, but this will extend the delivery period. Copies of articles from periodicals owned at either campus can also be requested by speaking to the Reference staff.

    Delivery usually takes place the next day. If not picked up within five days, the item will be returned to the lending campus.

    There is a limit of five requests per patron at one time.

    IDL Requests
    Intra-District Loans involve obtaining library materials from other Maricopa Community College District Libraries.

    • Books may be requested through the library catalog by either the patron or a staff member.
    • Copies of articles may be requested by completing a form available from the Reference or Circulation desk.
    • Some of the requests may not be filled because of restrictions in place by the owning library.
    • Delivery usually takes between three and five working days
    • If not picked up, items are returned to the lending library after 10 days.
    • There is a limit of 10 requests per patron at one time.

    ILL Requests
    Inter Library loans involve obtaining library materials from outside the Maricopa Community College District.

    • Books and copies of articles are requested by completing the form available from the Reference or Circulation desk.
    • All ILL requests must be verified by a staff member.
    • Some requests may not be filled because of restrictions in place by the owning library.
    • Services are offered free of charge unless the lending library imposes a service charge or a photocopying fee.
    • If not picked up after 10 days, the items are returned to the lending library and the requester is responsible for all charges.

    Library Classrooms top

    This policy applies to the library instruction rooms located on the first and second floors of the Paul. E. Elsner Library. These rooms are available for reservation by the faculty, staff and administration of Mesa Community College.

    These rooms were designed to provide facilities for Library Technology Program instruction, non-credit library instruction, training and instructional support where computers are needed to demonstrate academic software or other electronic instructional requirements. Other requests are reviewed on a case by case basis. With the above exception (usage by the Library Degree Program), the rooms are not designed or intended for use for ongoing courses.

    Reservations are required for the use of the instruction rooms listed below. Reservations are made through Marie Brown: 480-461-7663 or Jayneen Stevens 480-461-7663 in the Library Administration Office.

    -- First floor classroom: LB 144 (24 computers, an Instructor station with projection)

    -- Second floor classroom:
    LB 245 (12 computers, an Instructor station with projection)


    The following information is required at the time reservations are made:

  • Requester's name and telephone
  • Date needed
  • Class or meeting name
  • Start time and end time
  • Number of students

    Any special needs should be noted at the time of the request, with ample lead time. If the purpose involves library instruction, assignments of particular subject coverage should be indicated. The first person to schedule a classroom has priority, however, users are sometimes asked to change rooms to accommodate other requests.

  • Any change in furniture arrangement should be returned to the original arrangement.

    The Library's no food/drink policy applies to the instruction rooms.

    Please submit your request as soon as possible and no later than one week prior to your needed time.


    Library Community Room top

    This policy applies to the library community room located on the first floor of the
    Paul. A. Elsner Library.

    LB 145:

    The Library Community Room is available for use by groups of the Maricopa County Community College District and community organizations engaged in educational, cultural, intellectual or charitable activities. A group scheduled for Community Room use does not constitute an endorsement by the Library, college or community college district of the group’s policies or stated beliefs.

    Library Conference Rooms top

    This policy applies to the three library conference rooms located on the second floor of the
    Paul. A. Elsner Library.

    LB 205:

    Patron Assistance top

    The main task of all the MCC Libraries' staff is to provide assistance and service to library users. The staff each provide assistance in difference ways, but all efforts are directed toward helping the user get started toward obtaining needed information. Library staff will assist in any way they can. Staff time is limited since they must continue at all times to provide services to others.

    Reference services
    --are provided to answer specific questions while teaching the patron skills to locate information in the future. Assistance is provided to patrons with more involved research needs by offering instruction on the use of library resources such as the online catalog, indexes, databases and reference tools.

    Library Staff
    --will assist users in accessing electronic information resources as service demands permit. Staff cannot offer extensive explanations about the Internet or personal computer use as part of reference assistance. Staff answers specific questions about the Internet and will offer suggestions for effective searching. Each user is, however, ultimately responsible for conducting his or her own search.

    Assistance is not provided for computer problems involving programs not supported by the MCC Library/Academic Computing nor is staff time available for in-depth individual training in the use of personal computers. Patrons who need in-depth instruction and training are encouraged to enroll in specific application courses which are offered by the college in the use of computers and the Internet.

    Attire
    Patrons must wear shoes, shirts and attire appropriate for a public place.

    Animals
    Only service animals are permitted in Library buildings.

    Cell Phone Use in the Library
    Cell phone conversations are permitted in the elevator lobbies on each floor of the library and in study rooms. We expect cell phone users to turn down the volume of their phones or switch the ringer to vibrate. Cell phone users are expected to be respectful of others around them.

    Food and Drink
    In order to preserve library materials, furniture and equipment, eating and drinking (except water) is prohibited. Water must be in a spill-proof container. Disposable cups are not acceptable. Library or security personnel may confiscate prohibited items.

    Litter
    Litter shall be placed in trash containers located throughout the library.

    Misuse of Library Furniture and Facilities
    In order to maintain clean and attractive library facilities, it is forbidden to misuse library furniture or to deface walls and elevators.

    Personal Music Players
    Audio equipment or personal players must be used with headphones and the volume must be kept at a level that is not audible to others.

    Personal Possessions
    Library staff is not responsible for any lost or stolen personal possessions. Unattended items may be forwarded to the College Safety Department.

    Skateboards, Roller or Inline Skates and Bicycles
    Skateboarding, roller and inline skating are prohibited within the building. Bicycles must be parked in designated outside areas. Any found parked within the building will be removed by College Safety.


    Print Periodical Use top

    In addition to subscribing to online databases, the MCC Library subscribes to a print collection of about 500 magazines, journals and newspapers. Reader/Printers for periodicals on microfiche/film are located in the Multi-Media area. Alphabetical and subject listings of MCC periodical titles are available in the binders located throughout the Library and from the Library Electronic Resources webpage. Articles from periodicals not available at MCC can be requested through Interlibrary Loan Services.

    Damaged Periodicals
    The unauthorized removal, mutilation or abuse of library materials is prohibited by law. Violators will be charged for the cost of the material plus a processing fee and library privileges will be suspended.


    Printing top

    Printing is available from all computer workstations in the Elsner and Red Mountain Libraries. All printing costs $.10 per page for black and white copies and $1.00 per page for color.

    Printers are preset. Changing any settings on the printers or computers is prohibited. If you have other printing needs, ask for assistance at the Reference Desk or the Technical Support Desk.

    Materials placed on reserve collections

    A valid borrower's card is required. Students, employees and community members may check our general reserves. Course reserves may be checkout out to enrolled students.

    Loan periods for course reserves are determined by instructors. Typical loan periods are:

    • 1 or 2 hours, not to leave the library
    • overnight
    • 1,2,or 3 days

    Southwest Studies Reading Room top

    The Southwest Studies Reading Room is a unique environment which provides an aesthetic and scholarly atmosphere for programs with an academic purpose. It is used for Southwest Studies related programs as well as other events that significantly contribute to the academic dialogue of the college. The events scheduled for the Southwest Reading Room must reflect an academic purpose which significantly contributes to this goal. Please review our complete policies before scheduling this room.     Technology Resources in MCC Libraries top

    Mesa Community College libraries provides students, employees and community members with access to technology resources consisting of computer software, workstations and peripherals, local and wide area networks, including access to the Internet and electronic communications systems which include audio and video capability.  The statements in this policy are all-inclusive and extend to all forms of technology resources available within the Libraries.

    The primary use of electronic technology in the MCC Libraries is to access resources available in the Libraries’ electronic databases and through the Internet to perform research for academic purposes.

    The MCC libraries are not responsible for the materials found in the provided electronic resources, especially on the Internet, nor for the occurrence of information that might be considered offensive. The user is responsible for determining that the accessed information is acceptable, reliable, and suitable for their needs and complies with the policies and the guidelines established in this document.

    Guidelines for Computer Use

    The MCC Libraries endorses the Library Bill of Rights and the Freedom to Read statement of the American Library Association and, in doing so, does not practice censorship.

    The MCC Libraries adhere to the MCCCD Technology Resource Standards, which have been established for computers at all MCCCD campuses.

    The following Arizona Statutes are applicable to the above Conditions of Use:

    ARS 13-2316
    Damaging, destroying, or altering any computer or electronic equipment, software or data belonging to the Libraries, others persons or other organizations, without authorization.

    ARS 13-3501, 13-3506, 13-3507
    Using the Libraries' electronic information resources for the public display of explicit sexual materials, or to view, access, download or copy items that are obscene or "harmful to minors."

    Guidelines for Internet Use

    No Internet sites are intentionally blocked. Users should be aware that the Internet is an unregulated information source. The MCC Libraries do not monitor and have no control over the information accessed and cannot be held responsible for the content, quality or accuracy of the information retrieved.

    It is not acceptable to use the Internet access at MCC Libraries for business, illegal or abusive purposes, including, but not limited to:

    • Unauthorized copying of copyright-protected materials in any format.
    • Transmission of threatening, obscene, or harassing materials.
    • Transmission of computer viruses.
    • Unauthorized access to local and remote computer systems.
    • Online games and/or chat.
    • Violation of software license agreements.
    • Conducting personal business activities.

    Conditions of Use

    Use of MCC's Libraries' technology resources signifies that the user understands this policy and will comply with it in all aspects. Violations of these "Conditions of Use" may result in loss of library use and/or computer access privileges. Serious violations will be handled in accordance with appropriate disciplinary codes, laws and regulations.

    Users are expected to use the computer resources in an appropriate, ethical and legal manner. Any activity that violates local, state or federal laws, including copyright laws, is prohibited.

    Each user is entirely responsible for anything done through his/her account.

    Users are allowed to use only one computer at a time.

    Users must not attempt to gain unauthorized access to the Libraries' network, computer systems or to any other network.

    Users must use earphones when accessing audio files. The Libraries do not supply earphones.

    Users will not change or modify hardware, software configurations or install software on the computers.

    Users must take all reasonable precautions, including responsible password maintenance and file access protection measures to prevent use by unauthorized persons.

    Users are prohibited from accessing any chat sessions, including instant messaging or playing online games.

    Users may not send, receive or display inappropriate materials that may reasonably defined as obscene.

    Users may download or send data via email, if it is not deemed obscene. All data must be downloaded to a storage media. (Anything saved to the computer hard drive, including bookmarks, will be deleted.)

    Users are not allowed to upload any programs to the Libraries' computers.


    Video Viewing top

    Guidelines
    Showings of a videotape in public rooms within the Library for a cultural program or for entertainment, whether a fee is charged or not, would be considered copyright infringement unless a performance license is acquired from the copyright owner.

    Use of the video viewing facilities for academic and college-based requirements have priority over personal use.

    The Library is not responsible for damage to personal videotapes.

    Notices are posted within the Libraries to warn or educate users about the existence of the copyright laws. Users of the library's videotapes should, under no circumstances, duplicate the videos that are being viewed.
