II. Old Business
B. Secretary Replacement Election
John Seims was elected secretary in a unanimous vote.
C. Senate Book Charles Lewis
Charles provided three ring binders and will provide the best practices manual and constitution soon.
Janice provided a form (Mesa Faculty Senate Ongoing Committee Report) that all senate committees to complete to keep us updated on what they are doing (objectives, problems we can help with, etc.).
Charles reported that he received minutes from the ongoing committees only sporadically.
D. Ratification Ballot 04-05 Janice Reilly
Not enough members replied to the ratification ballot for the Residential Faculty Policy Manual. Employees are encouraged to complete the ballot and return it to Carrie Taylor. Janice will send the ballot by e-mail for distribution to employees. Senators should encourage their zones to return the ballot. Janice stressed the importance of educating faculty on the principles of shared governance. She also would like to educate more faculty on the RFP.
E. Twelve Month Payroll Option Janice Reilly
Janice reported that the costs for the twelve-month payroll option has increased to over $300,000. She is skeptical on this figure. She recommended that we hire computer consultants to come in and examine the situation. She asked that the zone reps ask their constituents on their interest in the twelve-month pay option to determine if it is cost effective to make the change. Lyn Dutson pointed out that other employee groups have this option. Janice pointed out that ASU has this option for their faculty. FEC will also survey faculty on their interest.
F. Home E-Mail Addresses Janice Reilly
PAC, Legislative Committee, and others are interested in getting outside e-mail addresses so that they can distribute this information to constituents legally. Constituents interested in providing their home e-mail address should provide them to Erin Rawson (erin.rawson@mcmail.maricopa.edu).
G. Public Safety Issues Janice Reilly
Janice was concerned about the trend in which the Public Saftey / Risk-Management teams are moving. People who are affected must be involved in the process. The decisions are being made without the involvement of the people affected and are being enacted.
Public Safety is becoming a popular issue. We need to be aware of what the issues are. The examples given are the arming of officers, a district level public safety director to whom all public safety officers will report (not to local college administrators), and possible prison cells on campuses. More faculty should be involved in the decision making process.
Janice indicated that Public Safety feels that officers have been asked to perform duties that they are not equipped to do because they cannot carry guns. We have not clearly defined public safetyıs role in dealing with particular safety issues. We should determine how the faculty feels about this issue, but further clarification of the issue and better definitions are needed.
III. New Business
A. Board Strategic Conversation Faculty sponsored ³Shared Governance² October 12 at 6:30 pm in the Governing Board Room Janice Reilly
We need good faculty representation. Faculty Representation has been poor.
A question was asked about the status of the district e-mail committee and Janice reported that the process was ongoing.
B. Shared Governance Questionnaire
Janice distributed the Evaluation of Shared Governance survey (attached). She asked that we examine it and comment on the questions. Return them by next week (August 23rd).
IV. Information
A. Communication Janice Reilly
Janice reported that there were 15 new faculty lines that are RFP and Specially funded (Boswell). She is concerned that the specially funded faculty are not covered by the RFP (they have their own contract). She does not know who is RFP faculty or specially funded faculty. Specially funded faculty are funded from sources outside of the district. There needs to be clarification on this issue.
V. Presidentıs Report
Janice met with Dr. Glasper and found out that he would like the Meet and Confrere process to be more like the MOU negotiating process a more shared governance process. Janice thought this was very positive.
The Drop Program will start in 2005. The Drop Program will allow faculty who will be retire in three years to get three years matched by the district. The faculty member will still be eligible for the 49% program after the three years.
A district survey indicated that the main issue holding potential retires back from retiring is health insurance.
VI. President Electıs Report
Lynn distributed ³The Maricopa Community Colleges Bond Request November 2, 2004.² (not attached) Employees cannot advocate (agree or disagree) for this bond issue in their classroom or by e-mail. Contact Janet Felton or Sonja Filan for information on information related to the bond.
VII. Treasurerıs Report Phill Waclawski
The budget report was distributed (attached).
Phill reported that Wachovia inadvertently sold off our mutual fund, but he will call to correct the problem.
Time to collect the dues! Payroll deduction people will automatically carry over.
VIII. Committee Report
Lynn Distributed the CTL Advisory Committee, History and Traditions Committee Reports (attached).
IX. Zone and At-Large Senate Report
Note: Absence of an At-Large or
Zone report means there was no report from that zone or representative.
Niccole Cerveny (At-Large) Red Mountain faculty would like to arrange accountability week meetings at the beginning or end of the day so that they can be in their office. Travel to Southern and Dobson can take time.
John Seims (Zone 4) The pay increase for adjuncts on the eight-week session did not carry over the second five weeks. Other members indicated that this was determined by the date of the contract and would not carry over.
