Collage Safety Proposal: Background The District began to hire Certified Officers in 1997 after the bond of 1994. They currently report to college Deans.
They have several issues and are developing a proposal to take to the Board. The following are some of the things being proposed:
§ One, that the Officers have the appearance of being police with out the protection for others and themselves that the uniform and badge implies.
§ Two, that they are without backup from local police for as long as 10 to 20 minute in a situation that might need that lethal force safe guard. (Tazers and stun guns are not lethal force protection.
· Issue with Tazers or stun guns need the lethal force backup.

· Still rely on Mesa Police for situations.
Levels of staff: Certified Officers (35 currently), Supervisors (not certified), students CCPR, ADA (eyes and ears).
They see the to anticipate the future, police response time is 3 to 5 minutes.
About 60% have armed Officers.
Currently have same training as police only does not carry guns.

III. Old Business
A. New Senator Introductions & Elections Janice Reilly
Donna Godet and Mona Scott (at Large) were approved by the Senate. The Senate still needs Zone 8 and Zone 1 representatives..
B. Drop Program Charles Lewis
· Distributed the updated Constitution, Best Practices and College Plan.
· Arizona Retirement Program Charles Lewis call the Arizona State Retirement Association (ASRA) and spoke to a Public Information Officer. A Discrepancy in plans proposed by ASRA and the response from IRS means that this program will not be available for years while they iron out difference.
1. At the end of three years if Arizona Retirement has not made the full percent of their share, the individual would have to pay (ASRA) the difference.
2. Police and Firefighters have a plan public pension fund that has this drop program and the Pension Fund hold them harmless for discrepancy. Different Funds.
3. A very Low priority for the ASRA, the Public Information Officer says at least 5 years out.
C. Distinguished Faculty Award Harold Cranswick and Lyn Dutson
· Harold Last year the Senate developed a Distinguished Faculty Award. Should be significant, public and a $2000 cash award, personal plaque and permanent plaque in Lounge area or some equivalent.
· Faculty is available for nomination if they: have Three Years of service full time, are Member of the association and must be teaching during the year and in the following fall when the award is presented. A person is not eligible again for 5 years. You cannot self nominate.
· Nomination forms will be reviewed by a selection committee, if chosen additional information is required from the finalist before the final selection is made.
· Additional criteria is described in the plan.
· Forms go out the fourth week of the semester and are due back Nov. 1st, asked if they care to participate the finalist has from first week in November to fourth week of spring to return documentation, April 1 selection committee selects the final finalist(s). The award is conferred in a ceremony during the next Fall at Convocation.
1. Pres. Elect chairs members Mona Scott, Charles Lewis, Mary Aldridge, Greg Pratt, and Harold as advisor.
2. Shift funds to the Budget next meeting.
3. Have two weeks for the forms to be out.
D. Communication Janice Riley
· Janice asked that in the absence of a Zone Representative the Erin communicate with Zone 1, and Naomi communicate with Zone 8. They agreed.
· Shared Governance
1. Janice reminded Senators that October 12 conversation at the Board will be a Strategic Conversation about Shared Governance. We need faculty there at 6:30 PLEASE plan to attend.
· Senators should try to find out what faculty are feeling about the Public Safety proposals.
· Ratification of Ballot
1. If you have not voted down load the ballot and vote for the contract
· Dr. Glasper Discussed inviting Dr. Glasper to the campus (he is making the rounds), when, how, where, under less formal conditions.

· Home E-mail Addresses-
1. Contact faculty for home email. The PACs and Bond groups cannot use district related e-mails, even if you have them at home. They are asking for a completely private e-mail address.
IV. New Business
A. ABOR (Arizona Board of Regents) Proposal Janice Riley & Lyn Dutson
· There are at least three (3) proposals from the Board and other University entities on how to restructure the university system in Arizona in order to accommodate the huge growth in student population that is anticipated by 2020.
· All of the proposals refer to the community colleges without in any way inviting us to the table to discuss issues. Dr. Glasper therefore approached them and has since been added to the discussion.
· Major points include: adding three (second tier) college to the state; turning the community colleges in to feeder for the second tier only.
· Abrogating some or all of the articulation agreements.
· Turning one or more of the community colleges into partial or full (second tier) Bachelor ate granting institutions in some manner or other.
B. Membership Phil Waclawski
· There is a stated need for a data base in Zone categories, Phill will put one together from FEC membership list.
· 49% are eligible at prorated rate.
· Remember the number of members equates to representative on FEC.
C. Plus-Minus Grading System Allen Galliart (postponed to later.)
D. Presentation of faculty rights described in the RFP to Administration Charles (Added to the agenda.)
· Administration is upon occasion taking actions and having conversations with faculty that are violating the faculty rights by not having faculty representative with them.
1. He recommended an education activity with the appropriate parties, including Department Chairs.
2. Is this a potential retreat topic? Other topics?
a. 90/10 ratio
b. Hiring process, HR
c. Extra positions 3 additional positions were granted to the college under new district guidelines and apparently the lines have not been filled. Janice was directed to discuss this with the appropriate parties.
V. Information
A. Relocation of Pay phones Lyn Dutson
· Pay phones are privately owned and not profitable, hence were apparently removed. However this leaves some students requesting the use of office phones, or just trying to use the classroom phones. The emergency phones located on campus do not place call.
· The concern is for privacy of the offices, convenience or even safety of the students and in some cases ADA requirements about having phone available to audiences.
B. Advisement Phill and Harold
Several issues were articulated by Phill and Harold regarding the advisement process.
· Problems with advising students incorrectly on pre-requisitions
· Students being told not to take a particular class
· Advisor training not real specific regarding departments and areas.
· Meeting with advisors to train before schools starts is best but difficult for all parties.
· Is this a chair association issue??
· Anne Stine is still the Senate liaison with the DCA and will bring it up at their meeting.

VI. Presidentıs Report
IC Chairs are going to have a faculty-sponsored dialogue to surface issues on October 6th Please encourage Instructional Chairs (IC) attend,to develop key issues as opposed to the district agenda.
VII. President Electıs Report
There are a number of area faculty need to become familiar with;
· Become more aware of the NCA visitation
· Become aware of the March change over for the SIS system

A. Short Budget Report: College budget is approximate $70million; 86% goes to wages, salaries, benefits, another 3% is utilities and approximately 1% is fixed costs which leaves approximately 10% that other college activities and departments use.
