Gayla Preisser - NCA Self Study

 

Gayla updated the senate on issues related to the Higher Learning Commission (NCA). Faculty should be well informed of self study process and criteria. Faculty should make sure that our office and work areas represent that of an academic institution. Faculty should become aware of the accreditation report.

 

I.          General

 

            A.        Call to order

           

B.        Approval of Agenda - Approved

 

C.        Approval of Senate Minutes - Approved with one abstention.

 

 II.        Treasurer's Report - Phillip Waclawski

 

            Phill presented the current budget statement.

 

III.       Old Business

           

A.        DROP Program - Charles Lewis

 

Charles had inquires by faculty as to why there is a delay implementing the DROP Program. ASRS will no longer provide estimates on when it will be implemented. There is no estimate on when the DROP program will be implemented.

 

B.        New Senator Introductions and Elections - Janice Reilly

 

            The Senate welcomed Bruce Peterson as the new Zone 1 Senator.

           

C.        Membership - Phillip Waclawski

                       

The membership drives continues. We are close to the 80% mark, but not there yet. Zone representatives should continue to talk to their constituents who are not member of the Association.

 

Methods of increasing the participation of the forty-nine percent faculty were discussed. Allen Galliart will pursue this.

 

            D.        Governing Board Meeting (Shared Governance) - Janice Reilly

                       

The meeting is on October 12, 2004 at 6:30 pm. Encourage faculty to attend. Faculty representation is important.

 

            E.         IC Dialogue - Naomi Story

 

There was an IC Dialogue with about 20 IC members in attendance. Information will be collected and sent to the chairs. There are some perceptions and misperceptions of the roles of the ICs that must be clarified.

 

            F.         RFP News Letter - Charles Lewis

 

Charles distributed a copy of the Department Chair job description. An e-mail account was established for senate communications and Charles will distribute ìKnow Your RFPî using this account.

 

            G.        Distance Learning - John Seims

 

The Senate discussed the role of the Senate established Distance Learning Committee and its reporting structure. Janice will inform Ed Lipinski and Dean Mee of the reporting structure of Faculty Senate established committees.

 

IV.       New Business

 

            A.        MCC's OYO/OSO Numbers - Janice Reilly

                        

It was reported that at the last Governing Board Meeting a large number of                   OYO/OSO were approved for Mesa and no RFP Faculty.  Janice stated we needed to lower our numbers of these positions and focus on more full-time faculty.  We

were the only College to have this area on the Board Agenda the other Colleges had only RFP faculty.

 

            B.        Faculty Hiring - Janice Reilly

 

Janice informed the President that the hiring process is not efficient and needs improvement.

 

The faculty positions for 2005 -2006 were announced on October 6, 2004. The hiring process defined in a MOU was not adhered to by the administration. In accordance with this MOU, faculty positions should be posted by September 15th.  Concerns were expressed that the Staffing Committee Recommendations and Administration's recommendations differ significantly.

 

The senate encouraged the development of an Administrative Progress report that was approved last year.  This will be pursued.

 

Motion (Naomi Story) A motion was made to form an ad-hoc committee to investigate and propose a hiring process that makes sense for Mesa Community College.

 

Motion passed unanimously.

VII.      President Elect's Report        

 

            November 1 is the deadline for the Outstanding Faculty Award. Encourage nominations.

 

            There is an Outstanding Alumni award available. Encourage nominations.

 

            United Way campaign has been started.

 

The FEC is dissatisfied with the proposed district vision statement: ìA Community of CollegesÖ A College for the Community.î

 

            New copy machines should arrive over the holiday break.

 

            The implementation of the PeopleSoft SIS will be postponed until July 1st.

 

There is a change in when the first tuition for Spring semester is due. It is now December 3rd.

           

VIII.    Committee Report

           

Legislative Committee (Erin Rawson) - Provide Erin your personal e-mail account if you want information on the bond and legislative issues.

 

The Legislature is forming a Higher Education Committee chaired by Linda Gray.

 

The four-year degree is coming back up again due to the influence of rural regions of Arizona not having easy access to universities.

 

Faculty should advocate their position on Prop 401 in their community. Faculty are encouraged to participate in their community or precinct.

           

IX.       Zone and At-Large Senate Report

           

Zone 4 (John Seims) - Some constituents expressed concern that there is an inequity in benefits for single vs. families.

 

Zone 7 (Naomi Story) - Concern about the hiring process as well as communication between administration and faculty was expressed by constituents.
