Community Colleges + the Corporation for National and Community Service = A Formula 4 Successful Civic Engagement

With the spotlight shining brightly on national service, this past year has been a time of tremendous excitement at the Corporation for National and Community Service. Find out how the recent expansion of national service through the Kennedy Serve America Act, the welcoming of new CEO Patrick Corvington, and an alignment between CNCS and US Department of Education administrative policies will support your service-learning and civic engagement programs.

Tracey Seabolt, a Program Coordinator with Learn and Serve America, will provide updates from the CNCS headquarters in Washington DC. Learn how policy changes enacted through the Serve America Act will affect you and your college. Gather insights on the CEO's vision and the Corporation's new five-year plan so you can plan a corresponding future for your institution. Become a key partner in Learn and Serve America policy development by sharing your suggestions for future Higher Education grant competitions and changes to the President's Higher Education Honor Roll. Work with Learn and Serve America to meet the demands of the Administration by learning more about the new community impact tool that will allow us to quantify program impact and articulate how college students solve real community problems. Discover how, working together, community colleges and the Corporation for National and Community Service will increase the depth and breadth of the national service movement to positively impact students and their world.

Keynote Speaker: Tracey Seabolt joined the Corporation for National and Community Service as a Learn and Serve America Program Coordinator in October 2006. Prior to joining the Corporation, she helped to implement Maryland's statewide service-learning graduation requirement, as a Program Coordinator with the Maryland Student Service Alliance at the Maryland Department of Education, a Learn and Serve America grantee. Tracey has managed service-learning and volunteer programs in community-based and government settings for nearly 20 years.

Her dedication to the community extends beyond her professional capacity into private life. Most notably, Tracey has been a fundraising team leader for the National Multiple Sclerosis Society for 10 years and has consistently ranked among the top individual fundraisers and fundraising teams nationwide. She founded and directed a faith-based AIDS Awareness Ministry, developed a program to recruit and train service-learning students as peer health educators for substance abuse, and established and managed Baltimore County, MD's first 4-H youth chorus. Tracey has been a member of the Maryland Council of Directors of Volunteer Services since 1996, recently serving as Board President.

Tracey and her husband live in Annapolis MD with their two cats. They can often be found in the presence of the seven U.S. Naval Academy Midshipmen they mentor as sponsor parents or enjoying the Chesapeake Bay on their power boat.


Is the Lack of Civility Making Our College Campuses Unsafe? Can Service Learning be a Remedy?

Are you and your colleagues concerned about the rising lack of civility on your college campuses? Is incivility itself a cause of bad behavior that in turn, is a cause of more serious campus safety issues? The Virginia Tech tragedy in 2007 brought to attention many concerns that are often held by faculty, students and staff regarding alarming student behavior. Is the decrease in civility a contributing factor to this growing problem?

The instances of problem behavior on college campuses are often seen but not often discussed in open forums. Come join us in a dialogue about how we can bring civility back to college campuses through service learning and civic engagement programs. Let us see together that hope is on the horizon.

Keynote Speaker: Dr. Rudy M. Garcia is the Dean of Students at Central New Mexico Community College. Central New Mexico Community College has five campuses and an enrollment of 28,000 credit students and 8,000 non-credit students. Rudy is responsible for various components of college safety and investigates on the average over 400 cases a year involving student code of conduct violations. He works closely with campus security, Albuquerque Police Department, Bernalillo County Sheriff's Office, Rio Rancho Police Department and New Mexico State Police on various student issues. He has developed innovative programming aimed at helping to improve student behavior and civility on all of CNM's campuses. His philosophy focuses on changing negative behavior into positive behavior by respecting and identifying with the needs students bring to his office.

He has been a faculty member at Webster University, Wayland University and Central New Mexico Community College. He has 18 years of teaching experience in leadership, management, and civic engagement. He has been a service learning and civic engagement consultant for the American Association of Community Colleges, the Community College National Center for Community Engagement, and National Campus Compact for the past 12 years. His administrative experience includes 18 years in higher education and 22 years in government, non-profit and corporate entities.

In 1995, he received the Albuquerque People's Choice Award for Best College Professor and in 1991 received a National Teaching Excellence Award from the University of Texas at Austin. In 1999 he won the National Bellwether Award for Service Learning. In 2003, he received the President's Lifetime Volunteer Service Award issued on behalf of the President of the United States. In 2004 he won the National Service Learning Collaboration Award from the Community College National Center for Community Engagement. In 2005, he received the HUD National Award for Community Partnerships. In 2006, Rudy won the Corporation for National and Community Service Spirit of Service Award (the first community college representative to win the award).

Rudy holds a Bachelor of University Studies Degree and a Master of Arts in Management Degree from Tulane University, Webster University and University of New Mexico. He earned his doctorate degree from New Mexico State University in Community College Leadership. In addition to his current duties he also is an adjunct professor at New Mexico State University where teaches leadership and civic engagement courses.

This year's conference will be held in Scottsdale, Arizona, at the DoubleTree Paradise Valley Resort/Scottsdale. The conference room rate will be $104.00 plus applicable sales tax per night, single or double occupancy. This rate will be available 4 days pre and post based on availability. Please make your reservations early so you can take advantage of our special conference rate. This room rate is only guaranteed on reservations made prior to Thursday, April 22, 2010. If you check out prior to your reserved checkout date, the hotel will add an early checkout fee of $50 to your bill. To avoid an early checkout fee, please advise the Doubletree Paradise Valley Resort at or before your check-in of any change in planned length of stay.

Cancellation-If you cancel your reservation less than 72 hours before your scheduled arrival date, you will be charged for 1 night of room and tax.

Transportation Information

Plan to arrive at Phoenix/Scottsdale, Arizona Sky Harbor Airport at least two hours before the first session you want to attend. This will allow time for unforeseen delays and to obtain ground transportation. You will need a minimum of 30 minutes of travel time to the hotel for hotel and conference registration.

Ground Transportation

SuperShuttle vans are available outside the baggage claim area. Please be aware that there may be multiple stops depending on the number of passengers.

Taxi Cabs are available outside of the baggage claim area. They may run over $30.00 depending on the time of day.

Rental Cars are available at the airport. Also, Avis is located in the hotel lobby.
